Why You're Stuck
I tried to drag the pink circles straight into their outlines and nothing moved. I assumed they were locked, or that I was supposed to tap the outlines in some order.
The reveal was that the lines are draggable. When I pulled the horizontal line down, a whole row of circles slid beneath it as a group. I'd been trying to move cargo that was actually moved by the scaffolding around it.

- Step 3: Deliver every group. Repeat the sweeping motion until each pink circle sits in an outlined target. The journey completes when all circles are delivered.
Troubleshooting
- The circles won't drag: they aren't meant to. Only the horizontal and vertical lines move — drag those, and the circles follow in groups.
